Org. Setting and Reporting This position is located in the Operations and Advocacy Division (OAD), in the Office for the Coordination of Humanitarian Affairs (OCHA), based in Caracas, Venezuela. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. The Public Information Officer reports to OCHA’s Senior Humanitarian Affairs Officer in Caracas. Responsibilities Within delegated authority and in coherence with the guidance from the Senior Humanitarian Affairs Officer, the Public Information Officer will be responsible for the following duties: - Conduct reporting and analysis by establishing and maintaining reporting system within the country; ensure flow of information and analysis of developments in Venezuela, including tracking trends and sharing reports with HQ and key partners; identify with the Senior Humanitarian Affairs Officer the suite of products that should be produced and establish systems to ensure predictability in production. - Initiate and sustain professional relationships with key constituencies, including establishing and maintaining a network of local and regional humanitarian communication focal points. Support efforts to highlight the value-added role of OCHA to Member States as well as the media and the public, in support of fundraising and visibility of OCHA. - Lead the development of a communications strategy and related action plan(s), working in consultation with HQ technical guidance and under the guidance of the Senior Humanitarian Affairs Officer. Lead local efforts with technical focal points from humanitarian organizations on communication to ensure coherent strategies and common messaging. - Ensure implementation of communication programs to publicize priority issues and/or major events, to include drafting communication strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome. - Monitor and analyze current events, public opinion and media reports, identify issues and trends, and advise the Senior Humanitarian Affairs Officer on appropriate action/responses for media relations. - Produce or oversee production of a specific type or types of communications products, including proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution. Contribute to content towards web and social media outreach, as requested. - Prepare, on the basis of official UN documentation and other credible sources, initial drafts of articles or content for inclusion in local, regional and global OCHA products (e.g. Global Humanitarian Overview, Annual Report etc), periodicals, reports and books. - Act as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, etc. - Other duties as required and requested.
