This position is located in Phnom Penh, Programme Office in Cambodia (POKHM) operating under the United Nations Office on Drugs and Crime (UNODC) Regional Office for Southeast Asia and the Pacific (ROSEAP), based in Bangkok, Thailand. Under the overall guidance of the UNODC Regional Representative for Southeast Asia and the Pacific, the incumbent will work under the direct supervision of the Programme Officer (Border Management) and the additional supervision of the Programme Coordinator of the Container Control Programme.

Responsibilities

Within assigned authority, the incumbent will provide coordinative, substantive and technical support to the implementation of the UNODC activities in Cambodia and Vietnam pertaining to the border management and container control programmes. The incumbent will be responsible for the following specific duties:

•Keep abreast with political, programmatic and security developments in Cambodia and Vietnam with regards to border management and container control;

•Provide support in the coordination of the daily activities associated with the implementation of the various UNODC initiatives on border management and container control in Cambodia and Vietnam;

•Support sound planning, management and coordination associated with the implementation of the programmes strategies in Cambodia and Vietnam, including preparation of detailed and costed work plans for the timely and realistic achievement of programmes objectives;

•Support the facilitation and organization of trainings, workshops, cross-border meetings and other capacity-building activities for Cambodian and Vietnamese law enforcement actors, including in the development of related technical materials: Participate in the design and facilitate national and regional training activities related to border management and container control; contribute to preparing and providing input to standardized training materials; Contribute to the review and revision of relevant UNODC training and capacity-building tools; promote their use and application by respective target groups; compile information on best practices on border and container control as a solution to response to Transnational organised crime;

•Contribute to the preparation/drafting of a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, communication/visibility material and reporting, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, toolkits, etc. for Cambodia and Vietnam;

•Liaise with relevant colleagues at ROSEAP for procurement to Cambodian and Vietnamese counterparts of specialised equipment related to border management and container control;

•Contribute to Programmes reviews, revisions, monitoring and completion of related reporting obligations, the latter related both to UNODC and to individual donors, as applicable, and in accordance with UNODC Programme management policies and guidelines;

•Liaise at the technical level with Cambodian and Vietnamese Government counterparts, focal points and other relevant staff to ensure that programmes’ events and related logistical arrangements (travel, accommodation, etc.) as well as other activities run smoothly, and that programmes objectives are achieved in a timely manner;

•Liaise with the relevant technical units at ROSEAP as well as with relevant counterparts for overall planning, inputs and recommendations for project implementation;

•Assist in the identification of both international and national consultants and additional trainers to undertake specific Programmes activities, in close coordination with UNODC technical experts at ROSEAP;

•Contribute to identify and to support the development of new initiatives and possible UNODC support in Cambodia and Vietnam, in close cooperation with relevant national counterparts and international donors;

•Assist in the mobilization of additional resources for the implementation in the region of new or scaled-up ROSEAP initiatives on border management and container control activities in Cambodia and Vietnam;

•Participate in conferences, deliver presentations and disseminate information on UNODC border management and container control initiatives;

•Perform other work-related duties as required.
