This position is located in the secretariat of the United Nations Economic Commission for Europe, Environment Division, Transboundary Cooperation Section, Convention on the Transboundary Effects of Industrial Accidents. Through its Assistance and Cooperation Programme, the Convention supports countries in Eastern and South-Eastern Europe, the Caucasus and Central Asia in public policy-making in the field of industrial safety, disaster risk reduction and environmental governance. It further supports its 41 Parties in the implementation of its long-term strategy until 2030, aligned with the Sustainable Development Goals and the Sendai Framework for Disaster Risk Reduction. The Assistant Programme Management Officer reports to the secretary of the UNECE Industrial Accidents Convention, and works in close cooperation with the two Environmental Affairs Officers.
UNECE Environment Division contributes to the overall objectives and mandate of UNECE as a multilateral platform facilitating greater economic integration and cooperation among its member States, and to the broad aim of the Environment subprogramme to safeguard the environment and human health, and to promote sustainable development in line with the 2030 Agenda for Sustainable Development by supporting the implementation of the Sustainable Development Goals.
Within delegated authority, the Assistant Programme Management Officer will be responsible for the following duties:
•Works with key clients and colleagues to facilitate the implementation of activities under the Assistance and Cooperation Programme; monitors specific aspects of programme/project development and implementation, notably financial information; reviews relevant documents and reports; liaises with relevant parties and internal counterparts; identifies and tracks follow-up actions.
•Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
•Assists in planning for the implementation of workshops, and assists in developing the action plan the client will use to manage the change.
•Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
•Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
•Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
•Participates in field missions, including provision of substantive and administrative support, data collection, etc.
•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.), mainly related to assistance activities.
•Performs other duties as required.
Work implies frequent interaction with the following:
Counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies.
Representatives and officials in national governments, international organizations, consultants
Provides well researched and sound analysis of issues and developments affecting programme/project development, administration and implementation, etc. Provides thorough, well reasoned written contributions. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally.
