This position is located in the Programme Planning and Evaluation Unit, Programme Planning and Operations Division, in ECLAC, Santiago, Chile. The Programme Officer reports to the Chief of the Unit, which is under the general guidance of the Director of the Division.
The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. Under the overall supervision of the chief of Programme Planning and Evaluation Unit, the Programme Officer will be responsible for the following duties:
•Develops and implements the systematic evaluation of ECLAC’s work programme as an integral part of the continuous nature of the monitoring and evaluation cycle. This includes the analysis and appraisal of programmes/projects, the identification of relevant issues, as well as the formulation of suggestions and recommendations to address them; liaises with relevant parties; ensures follow-up actions.
•Coordinates internal and external evaluations, self-evaluations and self-assessments of ECLAC’s work programme, including the follow-up of the implementation of the recommendations issued as a result of the monitoring and evaluation process.
•Researches, analyzes and presents information gathered from diverse sources.
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Participates in acctivities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Assists the Chief of the Unit in preparing special reports and in undertaking policy analysis and processing studies that may be requested on an ad-hoc basis.
•Performs other duties as required.
