This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision and substantive guidance of the Chief, Human Trafficking and Migrant Smuggling Section and designated senior staff, and the overall guidance of the Chief of OCB.

Within assigned authority, the Crime Prevention and Criminal Justice Officer will be responsible for the following specific duties:
•Promote the work of UNODC against human trafficking and migrant smuggling within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime;
•Develop and implement, as assigned, technical assistance projects, and their component activities, against trafficking in persons and smuggling of migrants, with a special focus on criminal justice: Provide substantive and technical input for the formulation, implementation and assessment of projects; collect and compile relevant background data and information; undertake desk research and assessment missions; liaise with recipient countries and donor entities on resource mobilization;
•Cooperate and coordinate with the field offices and other relevant entities and advise UNODC field offices on implementation arrangements, potential partners and detailed specifications for projects against trafficking in persons and smuggling of migrants;
•Facilitate and provide training and other capacity-building assistance for criminal justice actors, including the development of related technical material: In particular:
•Participate in the design and facilitate interregional, regional and national training activities targeted to criminal justice related to trafficking in persons and smuggling of migrants; prepare and provide input to standardized training materials; facilitate and carry out training activities, as required; review and revise relevant UNODC training and capacity-building tools; promote their use and application by respective target groups; compile information on best practices in the response to trafficking in persons and smuggling of migrants; coordinate and liaise with intergovernmental and non-governmental organizations and institutions which are active in the provision of training on related issues at the international, regional or country level;
•Contribute to the overall implementation, substantive refinement and assessment of the HTMSS Global Programme against Trafficking and the Global Programme Against Smuggling of Migrants, and their activities: Contribute to the identification and assessment of technical assistance strategies of donors active in anti-trafficking and anti-smuggling initiatives; prepare programme/project proposals/ideas for inclusion in national, regional and global UNODC programmes and for funding consideration and provide substantive input for other activities to promote, support and obtain funding; undertake consultations with relevant international bodies and organizations and NGOs, as required; liaise with recipient countries and donor entities on resource mobilization;
•Prepare technical presentations on the Global Programme against Trafficking in Persons and the Global Programme Against Smuggling of Migrants and component activities; make substantive presentations on behalf of UNODC on trafficking in persons and/or smuggling of migrants at related regional/international criminal justice and/or other events, as required;
•Provide substantive inputs and/or prepare the substantive and programmatic reports to the Commission on Crime Prevention and Criminal Justice (CCPCJ), Economic and Social Council (ECOSOC), General Assembly (GA) and other legislative and technical bodies as well as their subsidiary bodies. Provide substantive inputs and/or prepare the substantive and programmatic reports on trafficking in persons and migrant smuggling to the UNTOC Conference of the parties and its Working Groups;
•Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, toolkits, etc.;
•Perform other work related duties as required.
