Org. Setting and Reporting

This position is located in the Regional Section for Europe, West and Central Asia (RSEWCA), in the Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Programme Officer will work under the direct supervision of the Programme Officer (Coordinator of the Regional Programme for South Eastern Europe - RP SEE) and the overall guidance by the Chief of RSEWCA / Regional Representative for RP SEE.

Within the strategic framework and agreed targets the incumbent will be responsible for the day-to-day coordination of specific UNODC programme activities in Eastern and South-Eastern Europe. The incumbent will also carry out liaison and coordination functions with other UN organizations, UNODC field offices in South Eastern Europe and with UNODC Headquarter units and sections.

The incumbent will perform the following specific tasks:

•Provide support to the Programme Officer (Coordinator of the RP SEE) in the development and delivery of the RP SEE, as well as the UNODC activities in Eastern Europe by identifying and implementing approaches and techniques to achieve programme targets in a timely, efficient and effective manner;
•Provide quality assurance and oversight of programme and project documents /revisions/amendments in addition to serving as the focal point for results-based management;
•Serve as the Reporting Quality Assurance Focal Point facilitating innovative result-based reporting on impact, including transparent reporting tools which reflect the status and impact of the UNODC work in South Eastern Europe;
•Serve as the focal point for evaluations of the RP SEE through providing support with mid-term, final as well as cluster evaluations through ensuring that they are in line with the UN Evaluation Group norms and standards as well as methodologies; keep track of evaluation recommendations, ensuring a timely response to mandatory evaluation criteria;
•Promote and enhance knowledge management in the area of results-based management and related areas, to ensure access to best available expertise and facilitate organizational learning of the UNODC RP SEE staff and personnel;
•Identify partnership options and opportunities at country and regional levels, with local stakeholders, UN organizations, and development partners to promote learning and cross fertilization of ideas with internal and external stakeholders;
•Provide technical guidance and support to the Coordinator of the RP SEE, advisors and experts based in the region in programme/project planning and implementation, and assure adequate monitoring and evaluation of the programme/projects as and when required;
•Ensure that foreseen changes to the budget or activities are submitted to, and approved by donors in a timely manner, in accordance with donors’ agreements;
•Monitor the activities undertaken by the RP SEE and UNODC activities in Eastern Europe, ensuring that substantive activities are carried out in a timely fashion;
•Undertake survey initiatives; design and facilitate data collection tools and analytics based on the information and data collected, including comparative analytics regarding the impact and efficiency of interventions; review, analyse and interpret responses, identify problems/issues and prepare conclusions; enhance and streamline the reporting methodologies to include modern infographics and new ways of reporting on complex results;
•Contribute to the resource mobilization efforts of the UNODC RP SEE as well as Eastern Europe;
•Facilitate communication to ensure stakeholders are engaged and well informed regarding the latest Programme developments;
•Participate on behalf of the UNODC RP SEE as well as the RSEWCA in meetings, seminars, etc. as and when required;
•Prepare various written outputs, documentation, analysis, reports and inputs thereto, and coordinate the timely submission of those prepared by other staff members and personnel;
