Job Description

 

 

 

Introduction

 

The Government of the Philippines (GoP) regards the adoption of the Global Compact for Safe, Orderly and Regular Migration (GCM) as a  pivotal moment in migration management and governance history. It considers migration as a priority policy area with the GCM mainstreamed into the Philippine Development Plan (PDP) through an entire new chapter on “Safe, Orderly, and Regular Migration.”  The PDP establishes a benchmark for relevant government agencies in assessing how the Philippines is achieving the GCM’s objectives and commitments, both as a migrant-sending and a migrant-receiving country. Further, the Philippine Statistics Authority (PSA) has developed guidelines on the collection and use of migration data based on international migration statistics and standards. This enables government agencies to share comparable data on international migration and responds to the GCM’s emphasis on the importance of data and statistics for effective policy formulation. Despite such progress, the Government itself  recognizes that noticeable gaps remain in the implementation of the GCM’s 23 objectives. In particular, the Government has identified Objective 8 (Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work) and Objective 21 (Cooperate in facilitating safe and dignified return and readmission, as well as sustainable reintegration) as their priority GCM objectives. 

 

The Joint Programme BRIDGE seeks to support the GoP in achieving Objectives 8 and 21 through the lens of the GCM Thematic Area 4: Facilitating regular migration, decent work and enhancing the positive development effects of human mobility. This will be accomplished by ensuring a) Government initiatives to promote fair and ethical recruitment as well as reintegration services are evidence-based, gender-responsive and coordinated through a people-centered, whole-of-government and whole-of-society approach and b) the Government establishes mechanisms to translate evidence into policy and best practices pertaining to recruitment and reintegration through the migration cycle. Both results seek to ensure human mobility in the Philippines is fully utilized and facilitated in a regular, safe and orderly manner that contributes towards sustainable development effects for migrants, their families and even communities. BRIDGE supports the Philippine Development Plan 2017-2022, Ambisyon Natin 2040 (long-term vision and strategies), the Philippines-UN Partnership Framework for Sustainable Development (PFSD) 2019-2023, and the ongoing programmes of IOM, ILO and UN Women in the areas of recruitment and reintegration in the Philippines context. 

Reporting lines:

Under the direct supervision of the Director of the ILO Country Office for the Philippines (CO-Manila), the National Project Coordinator (NPC) shall work in close collaboration with the Senior Programme Officer and the labour migration projects of CO-Manila: the Integrated Programme on Fair Recruitment (FAIR); and the Safe and Fair project: Realizing migrant workers’ rights and opportunities in the ASEAN region. S/he shall regularly consult with the Regional Labour Migration Specialist of the Decent Work Team in Bangkok. The NPC  will also coordinate with her/his counterparts - project staff of the International Organization for Migration (IOM) and UNWOMEN, the participating UN agencies in this MPTF on Migration Joint Programme in the Philippines.

 

The NPC is responsible for the day-to-day operations of the Joint Programme (JP) and the realization of the JP results in the Philippines. S/he will work closely with Joint Programme partners to implement the activities. S/he should be familiar with ILO standards, policies and programmes on labour migration, including discourses in regard to the implementation of the Global Compact for Safe, Orderly and Regular Migration. The NPC shall supervise the Programme and Administrative Assistant of the ILO component of the JP.

Description of Duties

 

1. Coordinate closely with FAIR, and Safe and Fair projects of the ILO to ensure that common CO strategies are employed in implementing labour migration activities to maximize country impact.
2. Ensure the delivery of committed outputs in the Joint Programme BRIDGE, particularly towards the development objective of strengthening the implementation of the GCM in the Philippines allows the Government to be responsive to the needs and protection of Overseas Filipino Workers (OFWs) from recruitment to reintegration.
3. Establish constructive working relations with her/his JP counterparts with IOM and UNWOMEN in order to harmonize targeting of areas and beneficiaries to be supported by this Joint Programme.
4. Review and analyse the national action plan to implement GCM to inform JP implementation design, approaches, management, and reporting.
5. Prepare country-level inputs to technical and financial reporting requirements, including documentation of good practices, lessons learned and relevant experiences, as well as preparations for mid-term and final evaluations.
6. Lead in the preparation of briefs, background information, and statistical data on status of overall activities of the Joint Programme. Provide inputs to draft sections of relevant ILO policy briefs, research, tools, guidelines, and other ILO publications.
7. Ensure the visibility of the JP and its donor by using relevant identifiers on all relevant materials and publications, and at workshops and events. Relevant communications should be coordinated with the UN Resident Coordinator Office’s communication focal point and the JP counterparts of IOM and UNWOMEN.
8. Prepare and provide inputs to the development of terms of reference for implementing partners and consultants necessary to implement activities in line with the Joint Programme Document. The NPC will oversee the implementation of these contracts.
9. Monitor progress of the Joint Programme against agreed targets by reviewing, verifying and analysing implementing partners' work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Identify problems, propose solutions and action, and follow-up with implementing partners to expedite implementation and meet targets. Follow-up on delays, clarify information and data provided, and act as the primary focal point for partners' enquiries about clearances and processing requirements. Assist in the development and maintenance of information systems for use in monitoring and reporting activities and performance.
10. Ensure adherence to the ILO rules and regulations for financial, procurement and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the Joint Programme activities.
11. Organize, participate as a resource person, and represent the ILO at JP activities, consultative meetings, seminars and training workshops. Serve as a focal point for migration related technical subjects and prepare speeches, make presentations and address meetings at the national and, where necessary, regional level on behalf of the ILO component of the JP. 12. Follow-up with relevant technical officers with counterparts in organizations and line ministries a national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.

13. Assist in the programming and control of resources from the Joint Programme and, prepare budget estimates and expenditure forecasts by analysing and monitoring resources as compared to planned activities, anticipate delays and make recommendations to project management for remedial action.

14. Brief ILO specialists, project staff and consultants, and visiting officials, academics, UN and

15. NGO partners and provide relevant information on project-related matters. Provide interpretation to other ILO staff and consultants where appropriate.
16. Undertake missions to project sites independently or accompanying other officials, to provide guidance and coaching to partners on implementing the project and reporting requirements, and to identify challenges and propose solutions to resolve them. Specific coaching on M&E and gender is expected.
17. Establish and maintain close and positive links with the relevant national and local stakeholders such as national local authorities, employers' and workers' organizations, international organizations, non-governmental organization, private sector actions and the media that are active in the area of migration, human rights, women's empowerment, violence against women and trafficking.
18. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials to communicate project activities.
19. Supervise the work of the project's Programme and Administrative Assistant and national consultants.
20. Perform other duties as may be assigned by the Country Director.

Required qualifications
 
Education

First level university degree in social sciences or another field that is relevant to the position of the NPC.

Experience

At least two year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policymaking and with development partners, and labour migration work experience, would be an asset.

 

Technical requirements: Good knowledge of labour migration as well as multilateral frameworks of cooperation such as the GCM, the link between migration & development, and other relevant migration policies that promote migrant workers’ rights. Having knowledge of the recruitment and reintegration processes would be an asset.

Languages

Excellent knowledge of the working language of the duty station (Filipino) and excellent knowledge and skills in reading, writing, communicating in English.
